I should have been more clear. I meant Cpanel version 9 and later. Cpanel is one of a dozen glitzy GUIs (web control panel) for managing features of shared- or virtual hosting accounts. This includes such things as creating POP acounts, forwarding, autoresponders, logging, traffic reports, phpadmin, creating mysql dbs, controlling hotlinking, adding subdomains, parking domains... avoiding that scary command line.

Or it allows webhosts to avoid granting shell access.
