"dreamhost: to exclusive"

I just got a spam that came through an email address I gave to DreamHost. I've included the headers below.

The "To:" header says it was sent to [random characters]@proxy.dreamhost.com, which is my whois proxy. My exclusive sender for this address is "dreamhost.com", and it came through with the X-Spamgourmet header X-Spamgourmet: (dreamhost: to exclusive).

I'm trying to understand the behavior of "exclusive senders" in this weird scenario. The From header doesn't have DreamHost in it. Does the exclusive sender apply to the To header too?

Yes, it's right there in the FAQ, as previously asked.
